Zhivonni CookZhivonni McDonnell is a subject matter expert in the field of social media for law enforcement and media relations for public safety. As a sworn police officer for the Arlington Police Department, she oversees the department’s social media platforms and citizen engagement efforts. Officer McDonnell has pioneered the way for APD to be considered one of the most successful agencies in the world when it comes to connecting with citizens through social media. While serving as the social media coordinator, the department has been awarded the Most Innovative Use of Social Media for three consecutive years (2012, 2013, & 2014) by the Texas Center for Digital Government.

Officer McDonnell began her career in law enforcement in 2000 and has served in a variety of roles and capacities. Speaking and executive training engagements include the International Association of Chiefs of Police, National Information Officers Association, Texas Crime Prevention Association, Law Enforcement Management Institute of Texas, and numerous civic clubs and law enforcement forums. Officer McDonnell also instructs other agencies on how to start a social media presence and enhance their brand.  

Officer McDonnell holds a Bachelor of Arts in Communication Studies from Trenton State College in New Jersey and a Master Peace Officer Certificate from the Texas Commission on Law Enforcement. Zhivonni was elected to a board position on the North Texas PIO Group in December of 2015
